SeaMonkey has got a Turkish translation which has parts of the menu translated.

For example, Recently Closed Tabs on the Go menu isn't translated.

Here's a list of strings that aren't currently translated in the
Turkish translation of SeaMonkey in alphabetical order.

We haven't been working on SeaMonkey for years now, and we still don't have the manpower to do so. I'm afraid it won't be updated soon.

You're not subscribed to this mailing list, so you want to translate
menu items that start with Manage on the Tools menu.

For example, Manage Popups and Manage Image Permissions.

You'll need a volunteer to work on the Turkish translation of SeaMonkey.

Speaking as a SeaMonkey owner (of the product not the locale).

If the turkish team did not have time to work on SeaMonkey would have
been great for me to know and I could have worked on figuring out a
solution to get us fixed here. I have repeatedly e-mailed you guys about
updating and sporadically have gotten updates but never a response.

That said, if Tae Wong or someone is willing to help you with
localization it could help not only SeaMonkey but all products you do
support and I highly encourage you approaching that.

I'm still around for talk/info regarding SeaMonkey specifically and will
continue to ship it until the experience becomes (reported to me) as
worse for your users than no localization at all. Or you tell me to
discontinue it (and how, as in what existing shipping SeaMonkey language
besides turkish would your users most likely understand, so that we can
update your users and not strand on insecure versions)

I apologize for not making this clear earlier, Justin.

As far as I can see, this bug was the latest conversation we had: https://bugzilla.mozilla.org/show_bug.cgi?id=809740

Unfortunately, we still don't have the time and resources to maintain SeaMonkey localization for Turkish.

I personally think the current localization is still pretty much usable, so we should continue shipping it.

I would also like to know about any usage/download metrics of SeaMonkey in Turkish, if you have any stats available. Those would help us decide if we should dedicate some time to maintain it. Should we discuss these one to one?
