RFC: string freeze break for 760794 – tabView2.title and tabview2.moveToUnnamedGroup.label need l10n comments (browser.properties)

Hi,

flod found some localization issues around the tabview strings. Now, to
make the localization work great, and address the issues found right,
we'll need to break string freeze.

What do people think and want? (Besides catching this half-a-week earlier)

For a change, the existing structure works for Gaelic without any tweaks
so in terms of gd (and I suspect ga too) there are not special needs.

Personally I'm in favor if this lands early, also considering that
string freeze on Aurora has already been broken twice in this cycle.

P.S. I wonder if localizers working directly on Aurora work on new
strings soon or late in the cycle.

Use plural PluralForm regardless of the break.
