access to it,

We're running a planet already, if you want to join that, please drop me
a line with feed and site url, and title.
I'd think that we would want English posts only, as this is targeted at
all localization teams and the exchange of information between you.
Mother tongue posts would make the planet more noisy, but I'm happy to
stand corrected on that.
I'm happy to stand corrected, though.

Nice to hear - though I'm still unsure what exactly it should/will
provide to the community (or communities). Is there any list what what
exactly this server provides and/or what is planned to be done with it?

There is http://wiki.mozilla.org/L10n:Server, which is open ended. Right
now, we're having planet and web space with log-in.
In general I expect this to be a more valuable resource to teams without
an established infrastructure.
