Thunderbird comment change in imapMsgs.properties (1.9.1 and later branches)

We found an instance where one locale was having crashes due to
incorrect localisation of its strings in imapMsgs.properties - %S and
%lu were re-ordered without addition of the parameter number, i.e. %1$S,
%2$lu etc .

It appears that the localisation notes were unclear, and therefore I've
just landed a patch to clarify those notes:

We have NOT changed the string identifiers as this was on a stable
branch. However I have performed a manual verification through the
locale files and it appears only the one locale is affected by the bad
order.

Localisers may still wish to check their translations to ensure the
number fields appear in the correct locations.

As a follow-up, I've also raised bug 551919 on replacing the strings in
that file that have number-identifiers with ones that have
string-identifiers.
