We don't have tools that'll support that, I guess.
There's stuff that can be helpful.
I know that Tim has done localization work with using merge tools, which
might be helpful here. Treat Azerbaijan as fork of tr, and then resolve
merge conflicts as translation tasks.
The other thing that can be helpful is that compare-locales does support
non-en-US as original language, -r is the parameter for that. I haven't
tested that in ages, though.
Generally, I guess that something translate-toolkit-based is open to
most hackery, or you hack something up yourself on top of silme.
