Hi. I am from Azerbaijan. I am able to translate Mozilla Firefox in Azerbaijani. I will finish translation soon. I want your help about it. I want Azerbaijani in Mozilla Firefox's official language packs. Could you support me?

Well, if you use Mercurial (TortoiseHG for Windows), base language can
be whatever language you want.
You can just copy your turkish base as his Azerbaijan locale and edit
differences.
It will still only be able to compare with EN_US for new/obsolete
strings, but cross that brigde when you come to it.

I should also point out that if you do this, you will not know how many
strigs are untranslated, since comparing with en_US will result in
report that most strings are translated (but in turkey, not his language).
Not sure if Axel and others reviewers will approve this since there is
no way to know how much did he translate and if translation is complete.

There's stuff that can be helpful.
I know that Tim has done localization work with using merge tools, which
might be helpful here. Treat Azerbaijan as fork of tr, and then resolve
merge conflicts as translation tasks.
The other thing that can be helpful is that compare-locales does support
non-en-US as original language, -r is the parameter for that. I haven't
tested that in ages, though.
Generally, I guess that something translate-toolkit-based is open to
most hackery, or you hack something up yourself on top of silme.

I can suggest OmegaT as the CAT tool (www.omegat.org). The best alternative in this situation is to provide the TR translation (i.e. the TR tree or the correspoding browser subtree) as <source> and then "play by the ear": if the two languages are close enough, there will be a lot of segments that need no corrections. Eventually the <target> will be as the localiyer decides.
