unchanged strings stats page up for testing and comments

there have been a few folks that asked me "so how do I find out about
those unchanged strings that your tool reports", so here's some output I
hacked up, http://l10n.mozilla.org/dashboard/unchanged.html.
It's currently under the following restrictions:
- it doesn't update automatically. Poke me for reruns
- it only reports for Firefox 3 Beta locales, i.e., the tentative b5
shipped-locales, excluding en-*. Broken languages as well as English
would add a lot of noise, I guess, thus they're not in.
For each language, it shows those files (and their unchanged count) that
have more than a certain limit of unchanged strings. That limit is
determined by the max of the unchanged counts for that language devided
by 3.
As always, those are "Unchanged", that means there isn't necessarily
anything to do about them. Like, the 19 unchanged in bookmarks.html are
just cool. As always, accesskeys and commandkeys are not counted, at
least as long as their names say so

Regardless of the discussion in m.d.planning, I've decided to wait
until Firefox L10n is open to update Thunderbird, since I've
understood that non-Firefox (and shared components) L10n commits
should be OK, but that doing so would annoy you if you have to go
hunting /outlaw/ commits in Firefox. Did I get it right?
