Usually a good starting point is the team page for your locale on
Mozilla Wiki. For Vietnamese this would be

My name is Dương and I'm currently in charge of parts of Vietnamese
localization (l10n) projects, particularly web parts and the newly
Firefox Health Report.

Please sign up to the Mozilla Vietnam L10n[1] and Mozilla Vietnam
community[2] lists and introduce yourself. Both lists have very low
traffic.

The current l10n process is done via Locamotion[3]. To get started
quickly, please sign up for an account and begin translating. Your
translations will be reviewed and approved by other community members
who have appropriate permission. We are also organizing Mozilla
Sprint twice per month in Hanoi to review l10n process and share
Mozilla-related info, so please join us if you're based in Hanoi!
