Need help about Windows platform

Hi guys,
I'm about to start my own localization project, and I'm using Windows
platform. Are there any tutorials on how to start off...I found one, but for
Unix-live OSes, but I need one for Windows platform. Anyone could help me
just to get started ?

Mozilla uses unix-like tools on Windows as well, the necessary tools to
do so are bundled as part of MozillaBuild. You can find it at
http://developer.mozilla.org/en/docs/Windows_Build_Prerequisites#MozillaBuild.
Please ignore the comments about the compiler, you won't need that for
localization.

Just to be 100% sure : when I download and install MozillaBuild, I'll be
able to follow "Creating ex-X-dude" tutorial on localizing ?
