Disabling Firefox Send in Pontoon

Hi,
As you might have already read, both Firefox Send and Notes officially
reached their end of life. For this reason, both projects are now
disabled in Pontoon.

Thanks to all the localizers who worked on these projects over the
past 3 years, and sorry for the confusing communication in the last
period around Send. We were really hoping to be able to keep the
service running, with new measures to fight abuse, but in the end that
wasn't possible.
