[gaia] call-support-link-*: localizations vs. carriers and unsupported locales

Hi,

in the settings.properties, there are strings for localizing the support
links (see at the bottom of the mail):

Should these values even be managed by the localizers because I can
imagine the same language used by different carriers (in the same or
different countries)?

And what should we as localizers of yet not support locales?
