L10n repackages on change (clarification)

After enabling updates on mozilla-central we started to push nightly
repackages to latest-mozilla-central-l10n and repackages on change to
tinderbox-builds/mozilla-central-l10n.
This is to avoid overwriting nightly repackages with repackages on
change.

In the case of 1.9.2 and 1.9.1 these changes have not happened in
these branches since the work was done for mozilla-central.
To don't be inconsistent I have filed:
* Bug 511460 - 1.9.1 and 1.9.2 l10n repackages should upload to tbox-
builds rather than latest
NOTE: Repackages in tinderbox-builds will only be stored for 24 hours
and this is the same policy for every other thing that is uploaded to
tinderbox-builds
