HTML page localization proposal

Localizers!

I've written the initial draft of a proposal for supporting the
localization of HTML pages in Add-on SDK-based addons:

The proposal intends to build on and complement Alex Poirot's existing
work on the localization of strings in addon scripts, and it aims to
provide a simple mechanism for addons to localize static and dynamic
text in their pages while enabling localizers to use their existing
toolchains to provide localizations.

Just a quick reply to get some reply sent. I know that gandalf and stas
are thinking about html l10n right now, so I'll defer to them for a real
answer.

I expect that we'll end up with something DOM-oriented rather than plain
text.

I wonder how your proposal acts upon entering markup, does that get parsed?

Recursive references of references are caught, I guess?

I didn't read too much of the safetemplate paper yet, tbh.

Hope this gets the ball rolling.
