Full preference window landing, trunk

In about five minutes I'm going to be landing the new preference window (bug 340677) on trunk. I hope for a branch landing later today, but I can't promise one.

The vast majority of the strings in the patch are what were there from the initial string-only checkin, but just as I expected, there were some changes, and depending on whether and which regressions are discovered, there could conceivably be more. I hope to keep such changes, if any are needed, to a minimum. I also added a few localization notes which Axel mentioned I should add next to the old strings. They hopefully should make your jobs easier.

If you have any questions, requests for l10n notes or added strings or anything, etc. just post here and I'll respond ASAP.

Some followup changes have happened -- I changed the entity names, so it's basically the usual game. Note that the changes add "suspected" in a couple places in phishing UI, which *is* a semantic change -- I added l10n notes so that should be clear.

There have been some additional changes landed since the initial checkin; most haven't been particularly l10n-relevant except for one from about an hour ago which removed some unused DTDs which I should have removed with the initial checkin. I'd applied the patch to a clean tree to commit it, forgetting that removed/added files need to be cvs remove/added.

Consequently, you may (I don't know the mechanics of the l10n build-fu) need to remove downloads.dtd and general.dtd from browser/locales/<locale>/chrome/browser/preferences. Sorry for the late change...
