Localisation of startup pages

Hi,
Is there some kind of rule for the localisation of startup pages after
an upgrade. I mean, when an upgrade is done, at the first startup, user
gets a start page like, for Firefox :
http://www.mozilla.com/firefox/updated and for SeaMonkey :
http://www.mozilla.org/start/1.7/ , which are not localised.
Is there a chance that we can get an extra folder in /l10n/ab-CD/ to
handle that kind of stuff ?
I know, these things are not really part of products localisation, so
maybe another dedicated cvs repository for that kind of stuff (Google
widgets, startup pages, ...) would be useful.
Any other suggestions ?
