mishap on l10n dashboard, questionnaire on sign-off fixed

Hi,
it so happens that that multi-checkbox questionnaire wasn't actually
meant for most of you.
I fixed the software bug behind that (bool('false') === True), so now
it's out of your way.
Feel free to complain if we do things that look weird on the dashboard,
it might just be that we screwed up on that.
The questionnaire is really just meant for localizers that ship Firefox
for the very first time, and we're keeping it for those.
