Tool support for L20n

Hi everybody
Dwayne and I started some discussion on implementing support for L20n in
our tools (the Translate Toolkit, Virtaal, and Pootle). There are
obviously lots of open questions, but we hope to be able to put some
time into this at some stage.
If people have ideas on any aspect of the tool support or user
interaction, let us hear them!
