Possible late-l10n fix for the upcoming Lightning and Sunbird 0.5 release

Hi!

I want to make localizers of Lightning and Sunbird aware, that the
developers are contemplating to take a late-l10n fix for bug 379462.

If we take this fix, this may require you to fix the timezones.dtd file.
In our opinion this is a pretty serious bug, which we only identified by
chance and which is probably also present in earlier Sunbird releases.

So please CC yourself to the bug, so that you are informed, if the
developers decide, that it is necessary to take this fix for 0.5.
