RFC: hooking up rejects on sign-offs to bugs

Hi there,

I'm wondering how to enable an actual discussion about issues that lead
to rejecting sign-offs.

I ended up thinking that integrating a hook to a bug would be probably
the right thing to do (or even bugs?). In the end, I only comment when I
find a bug, or if I find something that I cannot judge if it's a bug or
not. Minus the few sign-offs that are actually just taking mail changes
for firefox, which I a- just to make clear when we're taking changes to
the code we ship.

Also the idea to write yet another discussion system just scares me off,
granted.
