Question on string

Hi everybody

Can someone please help me understand this string from
firefoxtesting.lang? It appears here:
https://www-dev.allizom.org/en-US/firefox/beta/

"

Does the stable environment get the tweaks, or are the bugs filed in a
stable environment? None of these sound particularly interesting to say,
so I guess I'm misunderstanding it completely.
