Fall release sign-offs (Firefox/Fennec 42)

Hi Krishna and team,

Hope you're both doing well.

I was going through Firefox and Fennc 42 sign offs and noticed that Telegu
hadn't had a review. Firefox 42 is the final major release for 2015 and the
last major push for bringing new users back to Firefox. Having the highest
locale coverage is an important part to making sure people have a good
first experience with Firefox.

Sign-offs on Firefox 42 (now in Beta) must be complete by 21 October. Is
this something you can complete in time?
