FxSync Foxfooder launch (read-only history sync)

Hi,

For Firefox Sync on Firefox OS, we would like to gather some feedback from Foxfooders before the end of Q4, so it would be cool if we could get read-only history sync ready for enabling before Mozlando (i.e. this week).

Tracking bug for this is: https://bugzilla.mozilla.org/show_bug.cgi?id=1221234

I added 4 dependencies on there, please edit further as needed. We can discuss this tomorrow in our stand-up meeting (10am EU time in Fernando's Vidyo room).

I will try to find out how long it would take for the first Foxfooder to receive our feature once we enable it in master (looks like the last OTA update was on 26 Oct, based on a 19 Oct build: https://foxfooding.github.io/2015/10/26/OTA-Update-19th-of-October.html), but I'm not sure if there is also a channel that updates straight from master?
