Add reactjs/reselect to Devtools shared libraries

We are planning to use reactjs/reselect [1] library in Netmonitor.html project to improve performance.

The plan is to put it into devtools/client/shared/vendor directory.

Sounds good. James and I have also discussed reselect for its caching
benefits.

We are also thinking about react-virtualized [1], to render only visible HTTP requests in the Network panel and - again boost the performance.

This also means adding the library into Devtools shared lib dir. I think that other parts of Devtools can benefit from it too.
