Vouch Changes - Re-vouching Progress

A week ago we pushed some important changes in the vouching
process. Here is the status of migration to new style vouches:

July 30th (a day after the push):
- 2252 accounts with new vouches
(mostly automatic employee vouches and summit attendee vouches)

Aug 5th:
- 5720 vouched accounts
- 2608 vouched accounts with new vouches
- 3112 vouched accounts with legacy vouches
