IRC / GitHub PR Greeter Bot for new contributors

Hi CommTools,

Two neat ways below for responding to new contributors.

Jennie is looking at how to have an IRC respond to a new contributor
when that person does not get a response after a preset amount of time.

Josh has creating a hook for GitHub projects that greets new
contributors when they submit a pull request.

Do you think either of these would be useful for CommTools projects?

I'm definitely in favour of tools like this in general! Do you have a
more detailed list of the bot's capabilities and actions?

In a similar vein, I wrote a hook for github projects
(https://github.com/jdm/highfive) that will greet new contributors and
ping a random project member at the same time, with the intention of
providing instant feedback, clear next steps, and ensuring that work
from newcomers isn't overlooked. An example of the result is at
https://github.com/servo/servo/pull/2885#issuecomment-49611235 .
