TB 3 RC 1 update 2

Just a quick update with where we're at. Over the weekend we discovered
some issues, a couple of which needed partial or full respins. At the
same time, there were a few bugs that we wanted to include fixes for
that in themselves wouldn't have caused respins, but are being included
as we need the respin.

As a result we'll be doing a build 2 of RC 1. We're currently fixing and
landing the patches we've nominated. I'm anticipating that if all goes
well we'll be starting build 2 on Tuesday (or maybe Wednesday). We'll
then have another period of QA before we decide if to release it as
release candidate 1.

Thanks to all our testers who have been reporting bugs and also
especially to those running our Litmus tests - Ludovic has told me that
it testing has progressed much faster than expected. Keep up the good work.
