After discussion with various affected parties, I've updated
<http://www.mozilla.org/mailnews/review.html>, despot (owners.html), and
<http://www.mozilla.org/mailnews/review-mail.html>. Notable changes:
* Created a submodule for mailnews/news with jcranmer as owner and
bienvenu as a peer.
* Created a mail/extensions/newsblog submodule, unowned but with myk as
peer. The idea here is to indicate that Myk doesn't have a lot of
bandwidth to drive the module forward, but he has graciously agreed to
do reviews since he knows the code.
* Added jminta as a Thunderbird peer. Since Joey's availability waxes
and wanes depending on other demands in his life, he's agreed to keep up
with bugmail enough when he's busy to redirect reviews to other folks
(something which I myself need to get better at).
* Removal of mscott, since he's no longer active.

Could we go forward to establish the comm-central build system as a
module somewhere in this way as well?
The problem is with it not being in mozilla-central, and not being part
of specific code in Thunderbird, SeaMonkey, or Calendar, it somehow sits
between all those chairs, but it should be listed somewhere.
