The setting in the preferences for the Firefox health report is
ambiguous. The wording is "enable health report", but that checkbox is
unchecked if one goes to about:config and eanbles the health report but
disables uploading it to Mozilla. I can still get the information to
display, but it will not be sent out, yet it looks as if my getting the
information should be disabled.

Maybe there should be two checkboxes - one for enabling the health
report and one for enabling sending it out.

Hi,

We designed Health Report such that the user doesn't have to give up any data to Mozilla in order to get the benefit of information about his/her browser's performance. Thus, when you disable sending to Mozilla, you still get full access to your Health Report, not a blank page.

For the typical user, we believe the ability to toggle sending in the Preferences Pane is sufficient (although we're open to revisiting this with more data) because the information never leaves the device, which is why we haven't added another checkbox to disable health report completely.

For the more advanced user, we've given the option in about:config to disable the Health Report, as well as to disable sharing with Mozilla.

You're right that calling it "Enable Firefox Health Report" on the Pref Pane is somewhat confusing though. I'll file a bug to get it changed to something like "Enable Sharing with Mozilla" or something that makes it parallel to the option we have in About:config.

I don't find it confusing at all, but I have been paying attention to
the addition of the feature.

Users should activate the "Learn More" link, and read the information in
the Privacy Policy, then activate the "Learn more about FHR", and it
won't be so ambiguous.

Enable sharing what with Mozilla? I can see many users not checking that
check box.

I will enable it in my Nightly, and Beta builds, but disable it for
releases.
