Reload and Shift-Reload does not work - 3.0.11 - Help wanted

A couple of releases ago both reload options stopped working for me.
I am right now looking at the same website in IE and Firefox and
Firefox has an old page with a 29 May date at the top and IE has
today's date and today's page. No matter what I do I can't get the
page to reload. Press reload, shift/reload, ctrl-reload, shift-ctrl-
reload, whatever. Clearing cache does nothing either. As usual this
is likely a user headspace error, but I would sure like to know how to
get this fixed. Help?

I'm having the same problem with Firefox but it is happening to IE,
too. I have been trying to access a brand new website that was
released yesterday but when enter the address the old website appears
instead of the new one. Do you have any ideas since we are not
getting a response?
