The latest nightly on restart shows the tabs but without the favicons.
Is this controlled by a setting? (I might not have the default settings)

Yeah this is the pref "browser.sessionstore.restore_hidden_tabs" which
is "false" by default. If your tab does not have a favicon that simply
means it's not restored, yet (to save memory and startup time). It's
going to be restored as soon as you click on it or another tab in the
same group.
If that doesn't work for you (even in safe mode) then feel free to file
a bug!
