Translation of snippets for January, plus dev-l10n-web

Hi,
I'm aware that the Vietnames team works on Pootle, but there's currently
one open task for your locale (snippets for January).

We used to open bugs for these (I'll file a bug today for all missing
locales, including yours), but we're trying something new, so please
read the instructions here

On a general matter, it's fundamental that at least someone from your
team follows the dev-l10n-web mailing list (there was another pending
task just fixed, manifesto update)

It's a very low traffic list, so it shouldn't bother you too much, so
