The rules and FAQ for Game On 2013 make no mention anywhere about
whether the games need to have been built for the competition/during
the competition, etc. It might be worth clearly stating the rules
there even if the rules are basically 'we don't have an opinion' since
many coding competitions *do* require that entries are new.

Thank you for your feedback, much appreciated; we are adding a sentence in our Rules and FAQ's page to clarify that part of the contest.
Meanwhile to answer your question;
Entries can be either built for the competition or they can be based on work that you've previously done / published.
A note that the judges will mostly be looking for interesting ideas in motion and how your game is pushing the limits of what's possible on the web rather than polished gameplay.
