I agree overall with the need to define these active affiliates so that we can revise our goal to one that is more attainable and meaningful.
Mike, I also agree with your aggressive criteria that can push us to optimize but I think we need to discuss how aggressive we should be because we need to consider that we're going from counting completely inactive users to now those who are very active.
I recommend that we set 2 levels of this goal (baseline and aggressive).

There's always that chance, but IMO if part of our goal is to make
Affiliates useful enough to make people come back semi-regularly, going
shorter helps us get closer to that goal. That way we try to optimize
for 3-month or shorter return rates.

This bit is more flexible, methinks, so 15 in 2 months is fine as well.
Maybe we remove clicks as a requirement and see what the average is to
