branches merged: 1.3 in stabilization, 1.4 in development

Per the SDK's development and release processes, the stabilization branch has been merged to the release branch, and the development branch (i.e. master) has been merged to the stabilization branch.
The development branch is now open for development leading to the 1.4 release, while the stabilization branch is open for bug fixes leading to the 1.3 release, and the release branch is closed to changes unless we have to ship a hotfix update to 1.2.
Have a fix that you think should make it into the 1.3 release? Contact the release drivers (Dave Mason, Dave Townsend, or me)!
