Contributor-engagement features

I'm jumping in a bit past my pay grade here; I've added a
feature-request to have ReviewBoard feed usage data into our
contributor-engagement tracking systems.

The implementation requirements there are minimal - send a sliver of
JSON to the right server when something happens - but they'd help the
engagement and metrics people quite a bit, and let us automate a bunch
of stuff around recognition and Mozillians that would help us out a lot.
