Just seeing this.
In my experience, the best way to start a community is from a series of meetups and events with friends and colleagues who share a similar interest in Mozilla as you. Once you have a small group of people who always/frequently turn up for meetups and a good organizational structure, then you have a community :) which Mozilla can support by providing communication infrastructure (local mailing list and/or website) and events resources (presentation material, swag etc)
So some ideas on events/activities you can organize for a local community:
- One of the most popular and sustainable (there's always something to localize) activities communities get involved in is localization; you can check that out here: [1].
- For this year, Mozilla is focusing on Firefox for Desktop and mobile and B2G (Firefox OS (mobile)), so any events/activities around this are great to consider
- You can checkout stuff being done by Mozillians around the globe here: [2]
- I'd also suggest you consider participating in the Mozilla summer Code party [3]. as a start
