I believe we need to have significant level of paid staff (hence, an accounting/hr system for those staff) in order to open a physical space that is an official Mozilla office. For example we just opened an office in Portland, Oregon and there are at least 15 or more full time staff in that city as well as a booming Open Source scene so our office can function not only for workspace but as community space. In many other towns people take advantage of local co-working space for both paid/unpaid contributions and community events.
