new group for general hOCR discusions (hocr@googlegroups)

Hi,

the hOCR format is now supported by several open source projects now
(Tesseract, OCRopus, Cuneiform, moz-hocr-edit, hocr2pdf, DECAPOD), so
I thought it would be good to create a separate group where general
questions about formats and evolution can be discussed.

Please sign up, and also let me know if you want to help manage the
group (approve initial postings mostly).
