Got distutils working with movpy 2.4.4

Woohoo! After some hacking, I got it to install Cython in Aszgard
<http://syzygy.isl.uiuc.edu/aszgard/index.html> via the normal "python
setup.py install", using MinGW as the compiler.

I've been wanting to get that working for years. Whoever wrote
distutils certainly scattered the assumptions about where things
should live across a number of different locations...
