Enforcement of Community Trash Policy

Would it be possible for someone to enforce the rules about residents not putting their trash out on days other than trash days.  There are residents at the end of Pondside Terrace, that perpetually leave their trash barrels out at the curb and never bring them in.   In fact they have been left out at the curb for probably over three months.  The curb has become a trash barrel dump / storage area.  Some of the barrels do not have covers, so open barrels with trash are sitting at the curb throughout the week.  Of course, rodents and other animals are in and out of the barrels strewing trash around.  We constantly battle rat infestation and this behavior just further intensifies the problem.  This ongoing problem has been reported to Liberty Management on numerous occations and nothing is ever done.  I understand that there is a $50.00 assessment per occurrence to homeowners who do not comply with the Trash policy.  Is this being enforced?
