find the line that starts with webcontrol_localhost
and make sure it is set to false
and not to on
.
press ctrl-x, y, enter [this exits editor, confirms save, confirms file name].
But that still doesn't work on my zero W. It only shows me this test without links:

I would use off as opposite of on, don't know if it makes a
difference. Having struggled with the localhost on setting
blocking access from the network, I've learned to look in a
variety of conf files, including for the camera(s), motion.conf,
and motioneye.conf. I've seen true vs. false and on vs. off, and
configure thus. That has helped me.
