I got hold of a Foscam QJ4 wired camera.

The ispy site says RTSP works with:

rtsp://<ip>/videoMain  and appropriate user/password

or

rtsp://<ip>/videoSub

But, when I use Add Camera (selected Network Camera) it just says connection refused.

The FOSCAM android apps confirms the ip address...

Are you putting in the correct username and password capitalizations?
The correct /videoMain and /videoSub capitalizations?
With my Foscams I had to use the port number also:
rtsp://<ip_address>:88/videoMain

After I hit send..of course, I realized I had not typed things correctly, despite having looked at it multiple times.

I'm connected now and trying to get best streaming. Seems choppy lot of lag time at this point.

Lag / choppy is usually due to too fast a frame rate and / or networking issues.
I would lower resolution to 800x600 and frames to 10 FPS, and slowly increase them one or the other a bit at a time. On a gigabit network, I get 10 fps, at either 800x600 or 1280x720 on 6 cameras, 3 wifi g/n, 2 ethernet, and 1 USB...
2 of the 1280x720 cameras are FOSCAM set up rtsp:// and one is the USB...

Hmm...I'm going to tinker more later, but, I think it is set 640x480 @5fps.

Wondering if it just the RPi4 being a light weight computer...
