Interesting. Where did you acquire motioneye 12.3-RELEASE-p5?
I support installs from the github repositories, which include (currently) motion through version 4.3.2, motionEye version through 0.42.1 and most OSs, the Docker installer https://github.com/motioneye-project/motioneye/wiki/Installation
 and motioneyeOS 20200606 and dev2020102  https://github.com/motioneye-project/motioneyeos/releases

I don't know what build they used, so you might want to contact their support. If your TrueNAS supports Docker containers, you could consider that as an option, too.
