The last time I setup a motioneye system on Debian I needed to use Debian 11 since 12 doesn't support python2.

Is this still the case?

If you want to install on a Debian 12 system, you can install motionEye 0.43.1b using the instructions here:
however, it still doesn't support the changes to GDrive, or Dropbox, only supports USB and IP cameras on SBCs, and a few other monor limitations.

So does "only supports USB and IP cameras on SBCs" mean it does not support IP cams like foscam etc.?

It supports IP network cameras and USB cameras on PCs and SBCs. It's not currently supporting CSI (mipi cable) cameras on the SBCs.
