New issue 105 by charlequin: Icon API should include theme and
module-specific images
http://code.google.com/p/mortar/issues/detail?id=105

Much like the theme class uses a series of methods to return js and css
files from a variety of modules and themes, when fetching an icon, three
cascading locations should be checked: any module whose name matches the
prefix of the icon, the current Iconset, and the current Theme. In this way,
modules can supply a set of default icons for their content types and any
other module-specific features, individual Iconsets can anticipate and
override the icons for certain already-extant modules, and individual themes
can override any and all other icons.
