New issue 88 by charlequin: Using an apostrophe in Maintenance message
causes error

What steps will reproduce the problem?
1. Navigate to the Maintenance Mode action.
2. Enter a maintenance message which includes an apostrophe and save it.
3. Return to the Maintenance Mode action.

What is the expected output? What do you see instead?

Instead of seeing the action work correctly, you'll get an error message
about an error in the configuration file, because the apostrophe is
accidentally terminating the '-delimited string in which the maintenance
message is saved.
