In order to categorize arbitrary sets of locations in Mortar, a category
system should be created:

* A "category base" as a root-level location, inside of which all categories
are stored
* An ability to label any arbitrary number of locations as belonging to a
specific category
* A field containing checkboxes for all current categories on the Add/Edit
form to allow categorization of the location being edited.
