New issue 100 by charlequin: Move Model Actions

Right now, model actions are stored within the system/classes/modelSupport
set of folders, but a new system/actions tree has been created which
contains certain low-level actions. Model actions should be moved such that
they are stored in something like system/actions/model/ and /system/actions/
model/location respectively instead.
