2025-11-06 Coding death on a boat not due an accident
Good morning
My name is Yolanda Martinez. I have just started working at the Spanish National Statistics Institute (INE).
We would like to raise a question about coding, specifically regarding some cases we are encountering in Spain. These cases involve irregular migrants attempting to reach Spain by boat: small, often flat-bottomed vessels used by groups of migrants to cross the sea irregularly, especially in the Mediterranean and towards the Spanish coast from North Africa.
We would like to know if a person who dies on a boat from hypothermia, malnutrition, or dehydration should be coded as a vessel accident (V939), or if hypothermia should be coded directly (X31), malnutrition (E46), or dehydration (E86).
