2019-03-21 Q1 Traffic and non traffic accidents 

 

Dear all,

 

We have a special case to submit to you for advice. This case concerns a pedestrian who was knocked over by a car on a supermarket parking lot.

 

We coded this death like following:  V03 (pedestrian injured in collision with car, pick-up truck or van). We currently are discussing about the fourth digit ( .0 Nontraffic accident, .1 Traffic accident, .9 Unspecified whether traffic or nontraffic accident).

 

Would you considered this accident as a nontraffic or a traffic accident?

Dear friends

 

This is a frequent problem for coding when this type of accident occurs in parking lots or on streets within a housing unit. ICD should incorporate these descriptions to decide if they are traffic or not traffic accidents.

 

In Mexico, we consider it to be a traffic accident as described in the ICD-10 and because, although a parking lot is a private place, it is nevertheless open to the public.

 

A traffic accident is any vehicle accident occurring on the public highway.

 

A public highway or street is the entire width within property lines (or other boundary lines) of land open to the public as a matter of right or custom, for purposes of moving persons or property from one place to another.

What is the legal definition of a road?

  • A. Any sealed or unsealed street or highway, whether there are lines painted or not

  • B. Any area the public have access, including streets, highways, riverbeds, beaches, wharves and car parks

  • C. Streets and highways with painted lines to indicate lanes

    The correct answer is B
     
    The definition of a road is quite broad. It includes streets, motorways, beaches, a place to which the public have access (whether as of right or not), bridges, culverts, ferries, fords that form part of a street or motorway, and all sites where a vehicle may be weighed for the purposes of the Land Transport Act. The definition includes locations where there are access to operations such as distribution centres with fenced forecourts but when the gates are open.

Hi all,


I agree with Patricia, it is great to see the forum active again as it is an invaluable forum for coders.

I consulted with our mortality coders here and they agree with Ali and Patricia and would also code the Luxembourg case to V030 Pedestrian injured in collision with car, pick-up truck or van, nontraffic accident.

 

It is great when we all agree but it is of equal value when we have different codes too as we want it to be an open forum for debate where misinterpretations can be analysed and fixed for the benefit of all.

According to the definitions of public highway, traffic accident and nontraffic accident on Page 900 of WHO-10, Volume 1(2016) I shall consider supermarket parking lot as traffic accident.

Good day

 

In our center we consider parking lots, ranches, airport etc as a non-traffic location according to ICD-10 volume 1 guidelines so the code will be V030.

After a long, quiet hibernation, it’s wonderful to be discussing an ICD-10 mortality classification issue!  Thank you Jill and Claudia from Luxembourg for submitting a great question for consideration.

 

The decision to code a land transport accident as traffic or nontraffic can present difficulties but the resolution can often be found in the Definitions related to transport accidents in ICD-10, Volume 1, Chapter XX External causes of morbidity and mortality (V01-Y98).  According to definitions:

 

(c) A traffic accident is any vehicle accident occurring on the public highway

 

(d) A nontraffic accident is any vehicle accident that occurs entirely in any place other than a public highway

 

So, to decide if an accident taking place in a parking lot is traffic or nontraffic we need to know how a public highway is defined:

 

(b) A public highway [trafficway] or street is the entire width between property lines (or other boundary lines) of land open to the public a a matter of right or custom for purposes of moving persons or property from one place to another …

 

I believe that a parking lot is not, by this definition, a public highway so, an accident occurring in a parking lot should be coded as nontraffic.

 

I would code the Luxembourg case to V030 Pedestrian injured in collision with car, pick-up truck or van, nontraffic accident.
