Creating plugins on Windows

Dear developers, 
I am trying to build a plug-in to prevent T1 transitions, but fail to make Morpheus compile my cpp file. Is this due to the fact that I am using version 2.3.9 on windows? If not, could you help me compiling my file? Thanks a lot in advance,

Dear Baptiste,

we develop mainly under linux and use the MSYS2 environment to build for windows, which provides linux-like shell and package manager.

You can have a look at our CI for details on the required packages
